That\u2019s good, but I understand Maine \u2014 is Maine here? The governor of Maine.\u201d \u201cYeah, I\u2019m here.\u201d \u201cAre you not going to comply with it?\u201d \u201cI\u2019m complying with state and federal laws.\u201d \u201cWell, we are the federal law. Well, you better do it. You better do it because you\u2019re not going to get any federal funding at all if you don\u2019t. And by the way, your population, even though it\u2019s somewhat liberal \u2014 although I did very well there \u2014 your population doesn\u2019t want men playing in women\u2019s sports. So you better you better comply because otherwise you\u2019re not getting any federal funding.\u201d \u201cSee you in court.\u201d \u201cEvery state \u2014 good, I\u2019ll see you in court. I look forward to that. Somebody defied President Trump. Right to his face.<\/p>\n<p>He was about an hour into a meeting with a bipartisan group of governors when he suddenly remembered that the leaders of Maine had been resisting an <a href=\"https:\/\/www.nytimes.com\/2025\/02\/05\/us\/politics\/trump-order-transgender-athletes-womens-sports.html\" title>executive order he signed<\/a> banning transgender athletes from women\u2019s sports.<\/p>\n<p>\u201cIs Maine here?\u201d he wondered aloud. \u201cThe governor of Maine?\u201d<\/p>\n<p>\u201cYeah,\u201d Gov. Janet Mills answered from across the room. \u201cI\u2019m here.\u201d<\/p>\n<p>Referring to the executive order, Mr. Trump asked, \u201cAre you not going to comply with that?\u201d<\/p>\n<p>\u201cI\u2019m complying with the state and federal laws,\u201d she said, rather pointedly.<\/p>\n<\/div>\n<div data-testid=\"companionColumn-1\">\n<p>Mr. Trump replied that \u201cwe are the federal law\u201d and said that \u201cyou better do it\u201d or else he would withhold funding from her state. He reminded her that public opinion was overwhelmingly on his side on this issue. (A <a href=\"https:\/\/www.nytimes.com\/2025\/02\/02\/us\/democrats-ipsos-poll-abortion-lgbt.html\" title>poll from The New York Times and Ipsos<\/a> last month found that just 18 percent of Americans believe transgender female athletes \u2014 those who were male at birth \u2014 should be allowed to compete in women\u2019s sports.) He warned again: \u201cYou better comply, you better comply, because otherwise you\u2019re not getting any federal funding.\u201d<\/p>\n<p>\u201cSee you in court,\u201d she shot back.<\/p>\n<p>\u201cGood,\u201d he said, sounding surly. \u201cI\u2019ll see you in court. I look forward to that. That should be a real easy one.\u201d He paused and then added, \u201cand enjoy your life after governor, because I don\u2019t think you\u2019ll be in elected politics.\u201d<\/p>\n<p>It was a fleeting back and forth, but Ms. Mills\u2019s moment of defiance came at a time when Democrats have struggled to find any coherent or effective way to stand up to this president.<\/p>\n<p>One month into his second term, Mr. Trump has <a href=\"https:\/\/www.nytimes.com\/2025\/02\/19\/us\/politics\/trump-king-image.html\" title>called himself a king,<\/a> with the White House posting a depiction of the president wearing a crown, and the Republican leaders of Congress have happily ceded their power to him.<\/p>\n<p>The standoff between the administration and Maine\u2019s leaders continued to escalate Friday. Shortly after Ms. Mills\u2019s exchange with the president, the U.S. Department of Education sent a letter to the state\u2019s education commissioner, Pender Makin, notifying her that it was initiating a \u201cdirected investigation\u201d of Maine\u2019s Education Department. The letter singled out one school in particular, citing reports that it had allowed \u201cat least one male student to complete in girls\u2019 categories.\u201d<\/p>\n<\/div>\n<div data-testid=\"companionColumn-2\">\n<p>Hawaii\u2019s Democratic governor, Josh Green, was at the meeting at the White House, too. \u201cSeveral of the governors I talked to were a little bit distressed by that back and forth,\u201d he said afterward, \u201cbecause it seemed it was a little bit harsh \u2014 and it wasn\u2019t yelling, but it was unnecessary conflict.\u201d<\/p>\n<p>It was just \u201ca moment,\u201d he added, \u201cbut she stood firm against him.\u201d<\/p>\n<p>Reid J.
