Here&#8217;s what to know &#8211; CNBC"},"content":{"rendered":"<div id=\"RegularArticle-ArticleBody-5\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"RegularArticle-articleBody-5-2\">\n<div id=\"ArticleBody-InlineImage-108036180\" data-test=\"InlineImage\">\n<p>U.S. Representative Josh Gottheimer (D-NJ) speaks during a press conference about the SALT Caucus outside the United States Capitol on Wednesday February 08, 2023 in Washington, DC.\u00a0<\/p>\n<p>Matt McClain | The Washington Post | Getty Images<\/p>\n<\/div>\n<div>\n<p>As lawmakers debate President <a href=\"https:\/\/www.cnbc.com\/donald-trump\/\">Donald Trump<\/a>&#8216;s tax cuts, a key deduction could <a href=\"https:\/\/www.cnbc.com\/2025\/01\/16\/trump-tax-cuts-salt-cap-fight-ramps-up-.html\">become a sticking point<\/a> in 2025 <a href=\"https:\/\/www.cnbc.com\/2025\/03\/03\/who-benefits-from-trump-tax-cuts-and-jobs-act-extension.html\">tax negotiations<\/a>, policy experts say.<\/p>\n<p>Enacted via the <a href=\"https:\/\/www.cnbc.com\/2017\/11\/02\/read-the-entire-tax-cuts-and-jobs-act.html\">Tax Cuts and Jobs Act<\/a>, or TCJA, of 2017, there&#8217;s currently a <a href=\"https:\/\/www.irs.gov\/taxtopics\/tc503\" target=\"_blank\">$10,000 limit<\/a> on the federal deduction on state and local taxes, known as SALT. Residents who itemize tax breaks cannot deduct more than $10,000 in levies paid to state and local governments, including income and property taxes.<\/p>\n<p>That could change amid tax negotiations with lawmakers from high-tax states like California, New Jersey and New York.<\/p>\n<p>Since 2018, the SALT cap has been a <a href=\"https:\/\/www.cnbc.com\/2021\/12\/20\/salt-deduction-relief-may-be-in-peril-as-build-back-better-stalls-.html\">hot-button issue<\/a> among certain lawmakers from those high-tax states. Before TCJA, the SALT deduction was unlimited, but the so-called <a href=\"https:\/\/www.cnbc.com\/2020\/03\/04\/after-tax-changes-millions-of-households-avoided-amt-hit-last-year.html\">alternative minimum tax<\/a> reduced the benefit for some higher earners.<\/p>\n<p>The TCJA SALT provision will expire after 2025 without action from Congress.<\/p>\n<p><strong>More from Personal Finance:<\/strong><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/03\/12\/heres-the-inflation-breakdown-for-february-2025-in-one-chart.html\">Here&#8217;s the inflation breakdown for February 2025 \u2014 in one chart<\/a><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/03\/11\/what-financial-advisors-are-telling-investors-about-market-volatility.html\">&#8216;Volatility is part of the game&#8217;: What financial advisors are telling clients <\/a><br \/><a href=\"https:\/\/www.cnbc.com\/2025\/03\/12\/most-of-the-124-trillion-great-wealth-transfer-will-go-to-women.html\">Women will get most of the $124 trillion &#8216;great wealth transfer&#8217;<\/a><\/p>\n<p>Although Trump enacted the $10,000 SALT cap in 2017, he <a href=\"https:\/\/www.cnbc.com\/2024\/09\/17\/trump-salt-tax-law.html\">reversed his position<\/a> last year on the campaign trail, vowing to &#8220;get SALT back&#8221; if re-elected. He has renewed calls for reform since being sworn into office.<\/p>\n<p>&#8220;I&#8217;d love to see something happen on SALT,&#8221; Trump said in a <a href=\"https:\/\/www.foxnews.com\/video\/6369823374112\" target=\"_blank\">Fox News interview<\/a> on Sunday.\u00a0<\/p>\n<p>However, it&#8217;s unclear how the provision will ultimately change amid competing tax priorities and a <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/senate-vote-a-rama-advance-budget-trump-agenda-rcna192893\" target=\"_blank\">limited budget<\/a>.\u00a0<\/p>\n<p>&#8220;The SALT cap is a major revenue raiser,&#8221; said Garrett Watson, director of policy analysis at the Tax Foundation. &#8220;That&#8217;s the balancing act.&#8221;<\/p>\n<\/div>\n<div>\n<p><a href=\"https:\/\/www.cnbc.com\/2024\/06\/18\/plan-for-expiring-trump-tax-breaks.html\">Trillions of dollars in tax breaks<\/a> enacted via TCJA are scheduled to expire after 2025, including <a href=\"https:\/\/www.cnbc.com\/2024\/10\/22\/irs-2025-federal-income-tax-brackets.html\">lower tax brackets<\/a>, a bigger <a href=\"https:\/\/www.cnbc.com\/2024\/02\/01\/child-tax-credit-expansion-could-benefit-millions-of-families.html\">child tax credit<\/a> and a <a href=\"https:\/\/www.cnbc.com\/2024\/07\/16\/qualified-business-income-deduction-could-expire.html\">20% deduction<\/a> for pass-through businesses, among others.\u00a0<\/p>\n<p>Extending individual and estate tax provisions would reduce revenue by $3.9 trillion over the next decade, according to the Committee for a Responsible Federal Budget.<\/p>\n<p>One SALT reform proposal, which aims to <a href=\"https:\/\/www.cnbc.com\/2024\/02\/14\/house-lawmakers-weigh-relief-for-salt-marriage-penalty-.html\">raise the SALT cap to $20,000<\/a> for married couples filing jointly, would <a href=\"https:\/\/www.crfb.org\/blogs\/weakening-salt-cap-would-be-costly-mistake\" target=\"_blank\">further decrease revenue<\/a> by $170 billion, the organization estimates.\u00a0\u00a0<\/p>\n<p>Other plans have called for a higher SALT deduction limit or raising the cap for taxpayers under a certain income threshold.<\/p>\n<\/div>\n<h2><a id=\"headline0\"><\/a>The budget is &#8216;too small&#8217; for tax agenda<\/h2>\n<div>\n<p>With control of both chambers of Congress, Republicans plan to use a process known as &#8220;reconciliation&#8221; to enact Trump&#8217;s tax agenda.
