Both parties have, in recent years, taken steps to erode the filibuster, a Senate rule that requires most legislation to abide by a 60-vote threshold. the government shutdown is affecting the central bank&#8217;s decision making.<\/p>\n<p>The Fed cut interest rates by 25 basis points at its October meeting,<a data-i13n=\"cpos:1;pos:1\" href=\"https:\/\/finance.yahoo.com\/news\/federal-reserve-cuts-interest-rates-by-025-for-second-straight-meeting-two-officials-vote-against-move-as-shutdown-challenges-mount-143206137.html\"
