{"id":7098,"date":"2025-11-04T16:27:35","date_gmt":"2025-11-04T16:27:35","guid":{"rendered":"https:\/\/wpinitiate.com\/echo-test\/demo973e36f5\/2025\/11\/04\/judge-asked-to-force-trump-admin-to-pay-full-snap-benefits-cnbc\/"},"modified":"2025-11-04T16:27:35","modified_gmt":"2025-11-04T16:27:35","slug":"judge-asked-to-force-trump-admin-to-pay-full-snap-benefits-cnbc","status":"publish","type":"post","link":"https:\/\/wpinitiate.com\/echo-test\/demo973e36f5\/2025\/11\/04\/judge-asked-to-force-trump-admin-to-pay-full-snap-benefits-cnbc\/","title":{"rendered":"Judge asked to force Trump admin to pay full SNAP benefits &#8211; CNBC"},"content":{"rendered":"<div id=\"RegularArticle-ArticleBody-5\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"RegularArticle-articleBody-5-2\">\n<div id=\"ArticleBody-InlineImage-108220777\" data-test=\"InlineImage\">\n<p>A volunteer displays information on the Supplemental Nutritional Assistance Program (SNAP) at a grocery store in Dorchester, Massachusetts, US, on Monday, Nov. 3, 2025. <\/p>\n<p>Mel Musto | Bloomberg | Getty Images<\/p>\n<\/div>\n<div>\n<p>A Rhode Island federal judge was asked Tuesday to force the Trump administration to pay full <a href=\"https:\/\/www.cnbc.com\/2025\/11\/03\/snap-trump-food-court-shutdown.html\">SNAP<\/a> benefits during the <a href=\"https:\/\/www.cnbc.com\/government-shutdown\/\">government shutdown<\/a>, a day after the administration said that it would pay only half of the costs of those<a href=\"https:\/\/www.cnbc.com\/2025\/10\/31\/snap-trump-judge-food-stamps-shutdown.html\"> food stamps<\/a> for November.<\/p>\n<p>Lawyers in a court filing said that the administration&#8217;s decision to pay partial benefits out of a contingency fund did not meet Judge Jack McConnell&#8217;s prior order that any decision to make partial payments &#8220;cannot be arbitrary and capricious.&#8221;<\/p>\n<p>Abou<a href=\"https:\/\/www.cnbc.com\/2025\/11\/04\/snap-food-bank-donations-hunger-relief.html\">t 42 million Americans<\/a> receive food stamp benefits through the Supplemental Nutrition Assistance Program.<\/p>\n<p>McConnell had told the administration on Friday that it needed to pay SNAP benefits as soon as possible out of a contingency fund, and that is also needed to investigate whether other federal funds could be used to keep the program fully funded in the absence of a new appropriation by Congress.<\/p>\n<\/div>\n<div id=\"RegularArticle-RelatedContent-1\">\n<h2>Read more CNBC government shutdown coverage<\/h2>\n<\/div>\n<div>\n<p>The Trump administration on Monday told McConnell that would use all of the $4.65 billion remaining in the contingency fund, but said it had declined to use at least  $4 billion from the Child Nutrition Program to keep SNAP fully funded for November, at least.<\/p>\n<p>The dispute over the continuation of the SNAP benefits in the past week has become a major issue in the ongoing U.S. government shutdown, which began on Oct. 1.<\/p>\n<p>Past presidential administrations have continued disbursing funds for SNAP during prior government shutdowns.<\/p>\n<p>But the Trump administration recently said SNAP benefits would end this week because Congress had not approved funding needed to continue the program during the shutdown. The administration, in what is seen as an effort to pressure Democrats in Congress to vote to end the shutdown, also refused to use more than $4 billion in contingency funds that Congress had set aside explicitly for SNAP.<\/p>\n<p>Separate groups of plaintiffs then sued the U.S. Department of Agriculture in different federal courts to compel the department to continue paying the benefits. <\/p>\n<p><strong>This is breaking news.
