A majority of voters believe the state is on the right track after seven years of her leadership.<\/p>\n<p id=\"anchor-5a94fe\">But former Detroit Mayor <a href=\"https:\/\/www.nbcnews.com\/politics\/2026-election\/detroit-mayor-voter-disdain-both-parties-independent-governor-michigan-rcna214869\" target=\"_blank\">Mike Duggan<\/a>, a longtime Democrat who is running for governor as an independent, stands in the way of his former party\u2019s plans. <\/p>\n<div data-testid=\"inline-video\" id=\"anchor-131491\"><picture class data-testid=\"picture\" data-flavor=\"focal\"><source media=\"(min-width: 1240px)\" ><source media=\"(min-width: 758px)\" ><source media=\"(min-width: 320px)\" ><img decoding=\"async\" src=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_focal-760x428,f_auto,q_auto:best\/mpx\/2704722219\/2025_07\/1752872679000_now_mtp_full_duggan_07182025_1920x1080-9gqaoc.jpg\" alt><\/picture><\/div>\n<p id=\"anchor-dc72c1\">More than two-thirds of the $3.5 million spent on advertising in the governor\u2019s race since last January has come from Duggan\u2019s campaign or from an outside group promoting his candidacy, according to AdImpact, an ad-tracking firm. Polls show him to be a <a href=\"https:\/\/www.nytimes.com\/interactive\/polls\/michigan-governor-election-polls-2026.html\" target=\"_blank\">competitive candidate<\/a> who could peel away votes from Democrats and Republicans. Most notably, Duggan\u2019s reluctance to criticize President Donald Trump \u2014 and his charge that Democrats spend too much time complaining about Trump \u2014 have emerged as <a href=\"https:\/\/michigandems.com\/on-mis-big-show-chair-hertel-slams-duggan-for-defending-trumps-health-care-cuts\/\" target=\"_blank\">persistent tension points<\/a> in one of the most closely watched races of 2026.<\/p>\n<p id=\"anchor-fbb234\">Democrats are navigating similar dynamics in midterm elections across the country this year, balancing their base-rallying, Trump-bashing impulses against a message that focuses more on voters\u2019 needs. But the quandary is especially pronounced in swing state Michigan given the presence of Duggan, a proven Detroit vote-getter who is attempting to exploit the strains as he takes on his former party.<\/p>\n<p id=\"anchor-b8a01c\">\u201cI think we have to have a message about affordability,\u201d Michigan Democratic Party Chair Curtis Hertel said. \u201cI say all the time that kitchen table issues are the most important thing that we talk about in these campaigns. But certainly, it\u2019s impossible to talk about those things without at least saying the president is making these things harder.\u201d<\/p>\n<p id=\"anchor-864f68\">Michigan Secretary of State <a href=\"https:\/\/www.nbcnews.com\/politics\/elections\/michigan-secretary-state-jocelyn-benson-launches-bid-governor-rcna188670\" target=\"_blank\">Jocelyn Benson<\/a>, the leading Democratic candidate for governor, often draws a line from economic issues to what she frames as Trump\u2019s threat to democracy. On the Republican side, Rep. <a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/republican-congressman-john-james-announces-michigan-governor-bid-rcna200112\" target=\"_blank\">John James<\/a> is the early front-runner in a field that most recently grew to include wealthy businessman and former long shot White House hopeful <a href=\"https:\/\/www.nbc4i.com\/news\/politics\/ap-politics\/ap-former-candidate-perry-johnson-joins-crowded-republican-field-running-for-governor-of-michigan\/\" target=\"_blank\">Perry Johnson<\/a>. Both have positioned themselves as Trump allies. <\/p>\n<figure id=\"anchor-95bc0c\"><picture data-testid=\"picture\" data-flavor=\"fit\" data-original-height=\"1667\" data-original-width=\"2500\"><source media=\"(min-width: 1000px)\" ><source media=\"(min-width: 320px)\" ><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-760w,f_auto,q_auto:best\/rockcms\/2025-04\/250407-John-James-2024-ac-453p-ab79ce.jpg\" alt=\"john james politician poltics political\" height=\"1667\" width=\"2500\"><\/picture><figcaption data-testid=\"caption\"><span data-testid=\"caption__container\">Rep. John James, R-Mich., at the Republican National Convention in Milwaukee in 2024.<\/span><span data-testid=\"caption__source\">Paul Sancya \/ AP file<\/span><\/figcaption><\/figure>\n<p id=\"anchor-5ced9f\">Duggan \u2014 who was a <a href=\"https:\/\/www.wric.com\/news\/politics\/ap-detroit-mayor-duggan-putting-political-pull-behind-vice-president-harris-presidential-pursuit\/\" target=\"_blank\">top surrogate<\/a> for the Joe Biden and Kamala Harris campaigns in 2024 \u2014 says he criticizes Trump when he thinks it\u2019s warranted, particularly when it comes to <a href=\"https:\/\/finance.yahoo.com\/news\/detroit-mayor-duggan-says-tariffs-are-squeezing-michigans-auto-industry-162931418.html?taid=68dd77034406150001615f01&#038;utm_campaign=trueanthem&#038;utm_medium=social&#038;utm_source=twitter\" target=\"_blank\">the Canadian tariffs<\/a> that he believes have hurt Detroit\u2019s auto industry. He also believes Democrats are too singularly focused on Trump.<\/p>\n<p id=\"anchor-4c0f41\">\u201cMy biggest help has been Curtis Hertel,\u201d Duggan said in an interview with NBC News, suggesting that the Democrats, by fixating on the absence of Trump from his message, are inadvertently boosting his name recognition and above-the-fray brand. \u201cThey\u2019re all talking about my campaign, and the Democrats attack me, saying I\u2019m not attacking Trump. And I come back and say the reason the Democratic Party is failing is because that\u2019s the only message they have.\u201d<\/p>\n<p id=\"anchor-c14de8\">Hertel rejected that charge, accusing Duggan of ignoring Trump \u201cbecause it\u2019s politically convenient\u201d and because \u201che\u2019s trying to get some Republican votes.\u201d Hertel and other Democrats also have <a href=\"https:\/\/michigandems.com\/mdp-launches-maga-money-mike-duggan-billboards-across-detroit\/\" target=\"_blank\">emphasized the pro-Trump donors<\/a> who have given to Duggan\u2019s campaign, including former Michigan GOP Chair Ron Weiser.<\/p>\n<p id=\"anchor-69c939\">\u201cHe\u2019s willing to remake himself in whatever image he thinks helps him in this election,\u201d Hertel said of Duggan.<\/p>\n<p id=\"anchor-d14509\">\u201cI\u2019m proud,\u201d Hertel added, when told that Duggan had called him out by name, \u201cthat when I am not working at the Michigan Democratic Party every single day that I am somewhere living in his head.\u201d<\/p>\n<p id=\"anchor-26d94d\">Duggan spokesperson Andrea Bitely shot back: \u201cThe Democratic Party continues to be delusional, talking only about traditional Republican donors and pretending the 50% of our funding coming from <a href=\"https:\/\/www.crainsdetroit.com\/politics-policy\/donors-view-duggan-one-get-things-done?share-code=17699790350825070-19c1b364bb9&#038;utm_id=gfta-ur-260201\" target=\"_blank\">traditional Democratic sources<\/a> doesn\u2019t exist.\u201d <\/p>\n<p id=\"anchor-0a33a8\">National Democrats have also targeted Duggan. Democratic Governors Association spokesperson Kevin Donohoe accused Duggan of <a href=\"https:\/\/wzmq19.com\/news\/356865\/michigan-democrats-criticize-independent-duggan-campaign-as-2026-governors-race-takes-shape\/\" target=\"_blank\">downplaying<\/a> Trump-backed Medicaid cuts and noted how he <a href=\"https:\/\/www.youtube.com\/watch?app=desktop&#038;v=DYH2-v2hpS0&#038;t=915s&#038;pp=2AGTB5ACAQ%3D%3D\" target=\"_blank\">dodged a question<\/a> about the president\u2019s comments last year <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/sen-elissa-slotkin-receives-bomb-threat-urging-military-refuse-illegal-rcna245288\" target=\"_blank\">accusing Michigan Sen. Elissa Slotkin<\/a> and other Democrats of sedition, \u201cpunishable by death.\u201d<\/p>\n<p id=\"anchor-002a2b\">\u201cMichiganders deserve a governor who will put them first \u2014 but Mike Duggan, John James and the entire Republican field just keep kowtowing to Donald Trump,\u201d Donohoe said.<\/p>\n<p id=\"anchor-c479fc\">The sniping between Duggan and the Democrats is entertainment for GOP operatives, especially after Benson\u2019s top rival for the nomination, Lt. Gov. Garlin Gilchrist, <a href=\"https:\/\/www.youtube.com\/watch?v=YlhQvFUtCNA\" target=\"_blank\">dropped out<\/a> to run for secretary of state instead.<\/p>\n<figure id=\"anchor-18dace\"><picture data-testid=\"picture\" data-flavor=\"fit\" data-original-height=\"1667\" data-original-width=\"2500\"><source media=\"(min-width: 1000px)\" ><source media=\"(min-width: 320px)\" ><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-760w,f_auto,q_auto:best\/rockcms\/2024-03\/240313-Jocelyn-Benson-ch-1328-e11484.jpg\" alt=\"Michigan Secretary of State Jocelyn Benson\" height=\"1667\" width=\"2500\"><\/picture><figcaption data-testid=\"caption\"><span data-testid=\"caption__container\">Michigan Secretary of State Jocelyn Benson on Capitol Hill in 2024.<\/span><span data-testid=\"caption__source\">Alex Wong \/ Getty Images file<\/span><\/figcaption><\/figure>\n<p id=\"anchor-13d791\">\u201cWhat they\u2019re going through,\u201d one Republican strategist in Michigan said, \u201cis a Democratic primary.\u201d<\/p>\n<p id=\"anchor-ff0be4\">Duggan could be a problem for both parties.<\/p>\n<p id=\"anchor-1f6469\">A <a href=\"https:\/\/www.documentcloud.org\/documents\/26488863-michigan-2026-benchmarking-survey-reportdocx\/?embed=true&#038;responsive=false&#038;sidebar=false&#038;q=increase+was+driven&#038;mode=document#document\/p19\" target=\"_blank\">January poll<\/a> of likely general election voters commissioned by the Detroit News and NBC affiliate WDIV of Detroit showed a general election tossup: James at 34%, Benson at 32% and Duggan at 26%. Duggan took roughly an equal amount of support from the Democrat and the Republican, according to the results. Without him as a choice, the narrow spread at the top of the poll flipped:<strong> <\/strong>47% of respondents chose Benson, 45% James. <\/p>\n<p id=\"anchor-83f52e\">The poll, which had a margin of error of 4 percentage points, also found<strong> <\/strong>Duggan with the highest name recognition and highest favorable rating of all candidates for governor. <\/p>\n<p id=\"anchor-52a080\">\u201cVoters view Mike Duggan favorably regardless of their party affiliation or how they feel about Donald Trump,\u201d pollsters from the Glengariff Group wrote in an accompanying memo. \u201cIt is a favorability phenomenon we have not seen in 43 years of polling in Michigan.\u201d<\/p>\n<p id=\"anchor-b9ea96\">The data suggests that Duggan has room to grow beyond the Detroit area, where his story of <a href=\"https:\/\/www.hourdetroit.com\/political-topics\/mike-duggan-detroit-mayor-michigan-governor-big\/\" target=\"_blank\">bringing the city out of bankruptcy<\/a> is already well-known. His increased name recognition has been \u201cdriven exclusively among out-state voters,\u201d the pollsters noted. Duggan also <a href=\"https:\/\/x.com\/mikeeduggan\/status\/2015102721192304829?s=46\" target=\"_blank\">performed well<\/a> at the recent Northern Michigan Policy Conference, where \u201cthe crowd was impressed by his command\u201d of regional issues, said a Republican consultant who attended the event.<\/p>\n<h2 id=\"anchor-e03c5b\"><strong>Whitmer going one way, Trump another<\/strong><\/h2>\n<p id=\"anchor-6dac5f\">Michigan has emerged as a top Midwest battleground over the last decade, with Trump winning here by slim margins in 2016 and 2024 and losing by fewer than 155,000 votes in 2020. Trump and his allies pushed debunked conspiracy theories to falsely claim he won the state that year. <\/p>\n<p id=\"anchor-39c937\">Whitmer and Benson easily won second terms as governor and secretary of state in 2022, in part by <a href=\"https:\/\/www.nbcnews.com\/politics\/2022-election\/democrats-press-threat-democracy-campaigns-final-days-gop-candidates-s-rcna55806\" target=\"_blank\">characterizing<\/a> their Trump-endorsed Republican rivals as threats to democracy. Their campaigns helped Michigan Democrats win control of the executive, legislative and judicial branches of state government for the <a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/michigan-gop-turmoil-leaders-navigate-tricky-trump-terrain-rcna68276\" target=\"_blank\">first time in 40 years<\/a>. But with Trump atop the ballot in 2024, the state House flipped back to Republicans, <a href=\"https:\/\/www.crainsdetroit.com\/politics-policy\/democrats-whitmer-lose-michigan-house\" target=\"_blank\">ending Democrats\u2019 so-called trifecta<\/a>.<\/p>\n<p id=\"anchor-e51c2f\">Trump remains laser-focused on the state, having visited twice since returning to office last year. He has developed a <a href=\"https:\/\/www.nbcnews.com\/politics\/elections\/disaster-gretchen-whitmers-talk-tariffs-meeting-trump-anger-fellow-dem-rcna200530\" target=\"_blank\">working relationship with Whitmer<\/a>, a governor he once routinely demeaned but who now partners with him on initiatives such as <a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/trump-praises-gov-gretchen-whitmer-michigan-air-base-rcna203610\" target=\"_blank\">saving an Air National Guard base<\/a>. <\/p>\n<p id=\"anchor-8a52e0\">The Detroit News\/WDIV poll had lessons for both parties in 2026. Michigan voters are more fond of Whitmer than they are of Trump, with 53% viewing the governor favorably, compared to 38% viewing the president favorably. The same poll showed nearly 60% of voters approving of Whitmer\u2019s job performance and 45% approving of Trump\u2019s. <\/p>\n<p id=\"anchor-023a39\">Kitchen table issues rated as the highest concerns in the survey, with a combined 32% of respondents citing jobs and the economy, inflation and cost of living, and health care affordability and accessibility as the most important issues that would influence their vote in November. <\/p>\n<p id=\"anchor-58396f\">\u201cFighting Trump and the Republicans\u201d was further down the priority list, at 6%. Meanwhile, a 48% plurality of voters said that Trump\u2019s policies over the last year had made the economy weaker.<\/p>\n<h2 id=\"anchor-df700f\"><strong>Benson: Healthy democracy equals healthy economy<\/strong><\/h2>\n<p id=\"anchor-f6ce82\">Benson continues to offer her defender-of-democracy pitch from 2022, alongside traditional economic themes and more prosaic selling points, such as her work to modernize the state\u2019s Department of Motor Vehicles. At a church-sponsored Martin Luther King Jr. Day breakfast last month, she blasted Trump for <a href=\"https:\/\/www.reuters.com\/world\/us\/five-takeaways-reuters-interview-president-trump-2026-01-15\/\" target=\"_blank\">suggesting<\/a> \u2014 \u201c<a href=\"https:\/\/time.com\/7346834\/trump-canceling-midterm-elections-joking-white-house\/\" target=\"_blank\">simply joking<\/a>,\u201d in the words of White House press secretary Karoline Leavitt \u2014 that midterm elections weren\u2019t necessary this year. <\/p>\n<p id=\"anchor-2563c6\">\u201cI am here today to say unequivocally, right now, in 2026, we are in the middle of a battle over the future of our democracy, our rights, our freedoms, and what we do now together is going to determine that future for generations to come,\u201d Benson told the audience.<\/p>\n<p id=\"anchor-b39716\">Afterward, in an interview with NBC News, she stressed that the ideas of speaking out about Trump and grounding her campaign around affordability are not mutually exclusive. <\/p>\n<p id=\"anchor-a15221\">\u201cHe won Michigan by going around our state and making promises to folks that he would make their life easier,\u201d Benson said. \u201cInstead, the opposite has happened, and the struggles have only gotten worse since over the last year of his administration. \u2026 And so everything\u2019s connected. You can\u2019t have a healthy economy without a healthy democracy.\u201d<\/p>\n<p id=\"anchor-7a232a\">While Benson did not criticize Duggan by name, she offered a thinly veiled contrast. <\/p>\n<p id=\"anchor-55241c\">\u201cI\u2019m the only one running for governor,\u201d Benson said, \u201cwho has the experience in standing up to this administration while also trying to work with anyone to get things done.\u201d<\/p>\n<p id=\"anchor-37cc98\">Duggan said that while he\u2019s happy to voice displeasure with Trump on issues such as the tariffs, he \u201cwill not join the nightly outrage of the night with these guys at [MS NOW] and Fox attacking each other.\u201d <\/p>\n<p id=\"anchor-1602b6\">Trump\u2019s name, he added, rarely comes up at his town halls. Duggan also said that Whitmer\u2019s treatment by other Democrats after she collaborated with Trump on projects that were helpful to Michigan has only reinforced his decision to run as an independent. <\/p>\n<p id=\"anchor-861c29\">\u201cShe got beat to hell,\u201d he said.<\/p>\n<p id=\"anchor-b5af0f\">Adrian Hemond, a Democratic consultant in Michigan who is not working with any of the candidates for governor, sees merit in both Benson\u2019s and Duggan\u2019s messaging.<\/p>\n<p id=\"anchor-2454ba\">\u201cThis is one of those \u2018Stop, you\u2019re both right\u2019 kind of situations,\u201d Hemond said. \u201cMayor Duggan is hoping to peel off votes from both Democrats and from Republicans \u2026 and basing your campaign around attacking the most popular Republican in the country is probably not a great way to peel off votes from Republicans.\u201d<\/p>\n<p id=\"anchor-9b4130\">\u201cJust attacking the guy to attack the guy is not a great strategy for Duggan,\u201d he added. \u201cBut it\u2019s a great strategy for Jocelyn Benson. Democrats are very motivated by their opposition to the president.
