Courts and Congress have rebuffed him. &#8211; NBC News"},"content":{"rendered":"<div>\n<p id=\"anchor-382490\">About a year ago, it seemed the sky was falling for American scientific research. <\/p>\n<p id=\"anchor-436475\">The Trump administration last February cut thousands of workers at federal science agencies, squeezed the flow of grant money to universities and tried to slash funding for the overhead costs of research. In the months that followed, it targeted elite universities over allegations of antisemitism; clawed back grants on topics it saw as related to diversity, equity and inclusion; and proposed a budget with drastic cuts to agencies like NASA and the National Science Foundation (NSF).<\/p>\n<p id=\"anchor-ee66a6\">To many, science appeared under assault. The <a href=\"https:\/\/www.nbcnews.com\/science\/science-news\/trumps-nih-budget-cuts-threaten-research-stirring-panic-rcna191744\" target=\"_blank\">model the federal government had used to outsource research<\/a> to universities since World War II seemed to be collapsing. <\/p>\n<p id=\"anchor-4eb0bd\">\u201cThat partnership is now being broken,\u201d Holden Thorp, the editor of the Science journals, <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.adw6467\" target=\"_blank\">wrote last February<\/a>, describing some of the cuts as an \u201cunforeseen and immediate hit\u201d and a \u201cbetrayal of a partnership that has enabled American innovation and progress.\u201d <\/p>\n<p id=\"anchor-ac40da\">But a year later, the worst of those fears hasn\u2019t come to pass, thanks to several successful legal challenges and Congress\u2019 recent rejection of many of President Donald Trump\u2019s requested cuts for this year. <\/p>\n<p id=\"anchor-f298d5\">An alphabet soup of science, education and civil liberties organizations \u2014 the ACLU, the APHA, the AAU, among others \u2014 have beaten back some of the Trump administration\u2019s most significant policy changes in court, preserving billions in science funding. And the funding package that Congress has approved, piece by piece, over the past three weeks keeps federal funding for science agencies roughly flat compared with last year. <\/p>\n<p id=\"anchor-63e7b5\">On Tuesday, the House followed the Senate in <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/house-path-end-government-shutdown-tuesday-dhs-trump-rcna257138\" target=\"_blank\">passing a funding package<\/a> that includes a modest increase for research through the National Institutes of Health (NIH), rebuffing Trump\u2019s request to slash its funding by more than 40%. Trump <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/house-path-end-government-shutdown-tuesday-dhs-trump-rcna257138\" target=\"_blank\">signed the bill Tuesday night<\/a>. <\/p>\n<p id=\"anchor-e076f8\">\u201cCongress has essentially rejected the president\u2019s very dramatic cuts,\u201d said Joanne Padr\u00f3n Carney, chief government relations officer for the American Association for the Advancement of Science (AAAS). \u201cIn past years, we might not consider flat funding to be a success, but considering how we\u2019re operating this past year, I think we\u2019re quite pleased.\u201d <\/p>\n<p id=\"anchor-ae0206\">To be clear, the scientific research field didn\u2019t entirely avoid Elon Musk\u2019s chain saw. The National Oceanic and Atmospheric Administration and NASA together lost thousands of employees. The leadership of many NIH divisions has been cleared out. The administration has cut work on <a href=\"https:\/\/www.nbcnews.com\/science\/climate-change\/trump-administration-says-wont-publish-major-climate-change-reports-na-rcna218849\" target=\"_blank\">key climate reports<\/a>, and the National Weather Service still isn\u2019t <a href=\"https:\/\/www.nbcnews.com\/science\/science-news\/weather-balloons-stop-trump-cuts-forecasts-less-accurate-rcna198055\" target=\"_blank\">flying a full arsenal of weather balloons<\/a>. <\/p>\n<figure id=\"anchor-24a740\"><picture data-testid=\"picture\" data-flavor=\"fit\" data-original-height=\"1466\" data-original-width=\"2200\"><source media=\"(min-width: 1000px)\" ><source media=\"(min-width: 320px)\" ><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-760w,f_auto,q_auto:best\/rockcms\/2026-01\/260130-NWS-balloon-aa-1108-c218e4.jpg\" alt=\"WEATHER BALLOONS \" height=\"1466\" width=\"2200\"><\/picture><figcaption data-testid=\"caption\"><span data-testid=\"caption__container\">At least twice a day, the National Weather Service releases a weather balloon into the atmosphere in Gaylord, Mich.<\/span><span data-testid=\"caption__source\">Marvin Joseph \/ The Washington Post via Getty Images<\/span><\/figcaption><\/figure>\n<p id=\"anchor-8fc596\">Padr\u00f3n Carney said AAAS expects the Trump administration to continue to try to defund science on topics it doesn\u2019t favor. She also pointed to <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/08\/improving-oversight-of-federal-grantmaking\/\" target=\"_blank\">an executive order<\/a> requiring approval from senior political appointees for many grants. <\/p>\n<p id=\"anchor-027476\">Nonetheless, after a year when it looked like the roof was caving in, \u201cscience is enduring as best it can,\u201d she said. <\/p>\n<p id=\"anchor-ca1f89\">The White House did not respond to a request for comment on Congress\u2019 science funding decisions, but the administration praised the bill before it passed.<\/p>\n<p id=\"anchor-b3c3a9\">\u201cThe Administration is pleased that the Congress is advancing the appropriations process in a manner that avoids a bloated omnibus package and adheres to a fiscally responsible topline agreement that decreases overall discretionary spending, while making key investments in Administration priorities,\u201d <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2026\/01\/Senate-Amendment-to-HR-7148.pdf\" target=\"_blank\">the White House Office of Management and Budget said<\/a> in a statement. <\/p>\n<hr>\n<p id=\"anchor-687073\">One of the science community\u2019s biggest concerns has been disruptions in the flow of grant funding to universities and institutes from the NIH, the agency responsible for funneling federal dollars into biomedical and life sciences research. <\/p>\n<p id=\"anchor-0ef764\">As the Trump administration sought more control over the agency, thousands of grants were stalled, delayed or terminated. The administration also shocked the system when it tried to limit <a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/nih-announces-slashing-funding-indirect-research-costs-rcna191337\" target=\"_blank\">what universities can charge the NIH for indirect costs like equipment, building maintenance and utilities<\/a>. Its proposed 15% cap, the administration estimated, could save the government $4 billion annually. But university associations and states revolted, arguing the move violated Congress\u2019 directions and the NIH\u2019s own policies. <\/p>\n<p id=\"anchor-212ab4\">In the end, funding began to flow again, in part because of a few key legal decisions.<\/p>\n<p id=\"anchor-5eba5e\">Last month, an appeals court affirmed a ruling that the Trump administration can\u2019t cap indirect research costs. And the American Civil Liberties Union <a href=\"https:\/\/www.aclu.org\/press-releases\/nih-agrees-to-evaluate-and-complete-review-on-stalled-scientific-grant-applications\" target=\"_blank\">reached a partial settlement<\/a> in December in a case challenging what it described as NIH\u2019s \u201cideological purge\u201d of research grants and its stalling of grant review processes. The settlement required the NIH to restart reviewing specific grants it had put on pause. (Another part of the lawsuit, <a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/supreme-court-allows-trump-cuts-nih-grants-dei-policies-rcna222470\" target=\"_blank\">over canceled grants that involved issues like diversity, equity and inclusion<\/a>, is still being litigated.)<\/p>\n<p id=\"anchor-387edc\">\u201cThe lawsuits have been a very important check,\u201d said Olga Akselrod, an ACLU attorney on the grants lawsuit. \u201cBut I think that public health research remains at threat.\u201d <\/p>\n<p id=\"anchor-203095\">The NIH declined to comment about the lawsuits. <\/p>\n<figure id=\"anchor-61dc5a\"><picture data-testid=\"picture\" data-flavor=\"fit\" data-original-height=\"1666\" data-original-width=\"2500\"><source media=\"(min-width: 1000px)\" ><source media=\"(min-width: 320px)\" ><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-760w,f_auto,q_auto:best\/rockcms\/2025-06\/250628-NIH-ch-1127-c2f92d.jpg\" alt=\"National Institutes of Health headquarters.\" height=\"1666\" width=\"2500\"><\/picture><figcaption data-testid=\"caption\"><span data-testid=\"caption__container\">The National Institutes of Health headquarters in Bethesda, Md., in May.<\/span><span data-testid=\"caption__source\">Wesley Lapointe \/ The Washington Post via Getty Images file<\/span><\/figcaption><\/figure>\n<p id=\"anchor-5f3377\">Many other lawsuits challenging the Trump administration\u2019s attempts to restrict grant funding continue and are working their way through appeals. The Health Policy and the Law Initiative at Georgetown University, which tracks important legal cases in health and science, is following 39 cases related to funding complaints. A year ago, the number was zero. <\/p>\n<p id=\"anchor-43fb87\">\u201cIt exploded,\u201d said Katie Keith, the organization\u2019s director. <\/p>\n<p id=\"anchor-1a7dac\">She characterized the overall results as mixed so far. <\/p>\n<p id=\"anchor-5a8d51\">For example: A judge ruled against the Trump administration after it slashed <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/judge-orders-trump-administration-unfreeze-nearly-22-billion-federal-g-rcna228926\" target=\"_blank\">$2.2 million in grants at Harvard<\/a>, but a different <a href=\"https:\/\/litigationtracker.law.georgetown.edu\/wp-content\/uploads\/2025\/07\/American-Association-of-University-Professors_2025.10.24_PLAINTIFFS-OPENING-BRIEF.pdf\" target=\"_blank\">judge tossed out a similar case<\/a> led by faculty unions to restore about $400 million in grants at Columbia University. (Both of the cases are under appeal. Columbia, meanwhile, <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/columbia-agrees-pay-200-million-restore-funding-cut-trump-administrati-rcna220697\" target=\"_blank\">paid a $200 million settlement<\/a> to the government to reinstate grants after it was alleged to have violated anti-discrimination laws. It began distributing funding for the entire length of grants \u2014 typically four or five years \u2014 rather than year by year. <\/p>\n<p id=\"anchor-4f7108\">\u201cThat is really mostly an accounting trick,\u201d Berg said, adding that the agency funded roughly 5% to 10% fewer projects in 2025. <\/p>\n<p id=\"anchor-24b6da\">Still, money flowed into laboratories across the country. <\/p>\n<hr>\n<p id=\"anchor-0eb299\">Amid the battles over grant money, the science community has leaned on a powerful ally: Congress. <\/p>\n<p id=\"anchor-376520\">In its budget request last spring, the Trump administration came out swinging against science funding, proposing dramatic cuts to many agencies. The <a href=\"https:\/\/www.aaas.org\/sites\/default\/files\/2025-07\/PBR%20Report%202026.pdf\" target=\"_blank\">administration asked to cut<\/a> the National Science Foundation by nearly 57%, NASA by 24% and the NIH by more than 40% in fiscal year 2026. Overall, it sought a nearly 36% cut to non-defense-related science research and development funding, <a href=\"https:\/\/www.aaas.org\/news\/fy-2026-rd-appropriations-federal-rd-estimates\" target=\"_blank\">according to AAAS<\/a>. <\/p>\n<p id=\"anchor-45abc8\">But Congress has largely rebuffed Trump and kept science funding mostly consistent in spending bills negotiated between Republicans and Democrats. The NIH is scheduled to receive $48.7 billion \u2014 a $415 million increase over 2025, according to a <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_lhhs_conference_bill_summary.pdf\" target=\"_blank\">bill summary from Sen. Patty Murray, D-Wash,<\/a>, vice chair of the Appropriations Committee. Roughly three-quarters of that money will go to outside research grants. McCoy \/ Bloomberg \/ Getty Images file<\/span><\/figcaption><\/figure>\n<p id=\"anchor-5845a5\">At the NIH, Congress increased funding for cancer research by $128 million, added $100 million to the budget for Alzheimer\u2019s disease and boosted ALS research by $15 million.<\/p>\n<p id=\"anchor-07c797\">Lawmakers even added language designed to prevent the administration from again trying to cap spending on indirect research costs. <\/p>\n<p id=\"anchor-fe19b3\">The legislation also requires NIH to report monthly to Congress about grant awards, terminations and cancellations so Congress can better track its spending. <\/p>\n<p id=\"anchor-1ccc80\">\u201cIt illustrates that there\u2019s still strong bipartisan support for the federal government playing a critical role in supporting research,\u201d said Toby Smith, the senior vice president for government relations and public policy at the Association of American Universities. <\/p>\n<div data-testid=\"inline-video\" id=\"anchor-9685c1\"><picture class data-testid=\"picture\" data-flavor=\"focal\"><source media=\"(min-width: 1240px)\" ><source media=\"(min-width: 758px)\" ><source media=\"(min-width: 320px)\" ><img decoding=\"async\" src=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_focal-760x428,f_auto,q_auto:best\/mpx\/2704722219\/2026_02\/1770146783973_now_daily_b_house_ends_shutdown_260103_1920x1080-c6p2w0.jpg\" alt><\/picture><\/div>\n<p id=\"anchor-386e4f\">But questions remain about how the NIH will operate with less staff and about how much political influence the Trump administration will exert over it. About half of the NIH\u2019s 27 institute and center director positions \u2014 which oversee operations \u2014 <a href=\"https:\/\/www.nih.gov\/institutes-nih\/directors-nih-institutes-centers\" target=\"_blank\">aren\u2019t permanently filled<\/a>.<\/p>\n<p id=\"anchor-51fe46\">\u201cYes, we\u2019ve got the money now from Congress. Will they move it out the door? Will they have the staff to do that effectively?\u201d Smith said. <\/p>\n<hr>\n<p id=\"anchor-1c9e16\">Even without a major disruption in funding this year, the uncertainty left in the wake of the second Trump administration\u2019s first year could ripple through science communities for years.  <\/p>\n<p id=\"anchor-1d278b\">More than 10,000 doctorate-trained experts in science and other fields have left the federal government, <a href=\"https:\/\/www.science.org\/content\/article\/u-s-government-has-lost-more-10-000-stem-ph-d-s-trump-took-office\" target=\"_blank\">according to a recent report by Science magazine<\/a>. A study published in the journal JAMA Internal Medicine found that grant terminations had <a href=\"https:\/\/jamanetwork.com\/journals\/jamainternalmedicine\/article-abstract\/2840939\" target=\"_blank\">affected clinical trials involving 74,000 participants<\/a>.
