Energy is power over a length of time, so no energy is being created either. But could these panels out in the sun still kill you? Absolutely. Well, it would require something relatively stupid like licking your fingers and then trying to get them in the mc4 connectors of your solar panels, and then standing in a puddle barefoot. That would be enough to complete the circuit, and then current would flow. Don’t try that at home (or elsewhere)!
